About the base

RAAF Base East Sale is an Australian Defence Force base located in Victoria’s Gippsland region.

Established during the Second World War, it has a long history of supporting Air Force training and continues to play an important role in preparing people for service today. The base supports a diverse workforce, including Defence members, public servants, contractors and trainees, and is home to the Roulettes aerobatic display team.

The base focuses on education and training and maintains strong connections with the local community reflecting the values and standards of the Australian Defence Force.

Access

All visitors entering RAAF Base East Sale must:

  • Complete the National Base Induction
  • Provide valid identification

Visitors must report to the Pass Office at the end Aerodrome Road, start of Heart Road, to collect a Visitor Identification Card or Temporary Access Pass.

Heart Road and Access Gate closures may redirect traffic via Lower Heart Road.

All Defence Common Access Card (DCAC) holders and visitors must follow these access requirements:

  • Remain in the vehicle at the Guard House boom gate and present passes for verification.
  • Remove facial coverings for the face to be clearly visible. This includes:
    • bike helmets
    • sunglasses
    • any face coverings that hinder recognition
  • No tailgating – only one vehicle may pass per gate opening.
  • Return passes to the receptacle in the exit lane upon departure.

Airside access

Airside access is restricted to authorised personnel and vehicles. 

Foreign Object Debris (FOD) controlled zones are clearly identified by white FOD lines painted on the ground and supported by 'Authorised Access Only' signage.

Entry beyond these markings without approval is prohibited.

Visiting hours

Core business hours are 7:00 am to 5.30 pm Monday to Friday, excluding public holidays and the reduced activity period. 

Any time outside these hours is considered after-hours, and access is managed accordingly. The RAAF East Sale main gate and Guard House is monitored 24/7.

Hosts are responsible for ensuring the safe departure of their visitors and must escort them at all times while on base, as well as off base upon completion of the visit.

Prior approval requirements

Visitors are prohibited from bringing the following items onto the base without prior approval:

  • Photographic equipment, unless required for an approved Defence task.
  • Drones
  • Recording equipment
  • Radio transmitters
  • Firearms
  • Explosives
  • Ammunition
  • Alcohol
  • Illegal or toxic substances
  • Animals.

Note: prior approval is required to photograph or record classified information or assets. Approval does not extend to security or access-control infrastructure or restricted areas.

Parade ground

The Parade Ground is a ceremonial space of honour and respect. It is not to be used as a walkway. All personnel and visitors are requested to keep off the Parade Ground unless taking part in an authorised ceremonial activity.

Road rules

Pedestrians must use foot paths where possible and walk facing oncoming traffic, keeping as close to the road shoulder as possible.

Unless authorised, vehicles are to be driven on defined roadways only.

Speed limits must be strictly observed at all times. The base speed limit is 40 km/h, unless otherwise signposted.

Vehicles must give way to formed military members on the road. When safe to pass, the speed limit must not exceed 10 km/h when overtaking formed military personnel.

All Victorian road rules and base‑specific road regulations apply and must be followed. Penalties may be issued for non‑compliance.

Hazards

Hazard Description
Pedestrians on roadways Many roads on base do not have footpaths. Drivers must reduce speed, remain vigilant, and give pedestrians adequate clearance.
Wildlife Wildlife may move unpredictably onto roads and have right-of-way. Seasonal swooping birds may be present – wear appropriate personal protective equipment and stay calm. Bees are active on base. Snakes are protected; report sightings to ServiceConnect.
Falling tree limbs/tree failure Mature trees are located throughout the estate. Branches may fall or become hung up without warning, especially during high winds. Report hazardous branches or tree failures to ServiceConnect.
Bushfires/fires on RAAF East Sale Defence Estate During fire events, follow directions from the Defence host or fire warden and enact Emergency Response Procedures. Report all fires, including unalarmed or discovered immediately to base Fire and Emergency services.
Fuel Treatment Area This area is restricted to authorised personnel. Emergency management procedures and safety requirements are posted on site and must be followed at all times.
Noise Aircraft operations and industrial activities can generate high noise levels. In marked operational areas, comply with posted hearing protection requirements and remain alert to moving aircraft and machinery.
Airfield Access to the airfield is limited to authorised personnel. Hearing protection may be required in close proximity. Follow all signage, line markings, and directions from the Defence host.
Radio frequency Radar and antenna systems may emit hazardous radio frequency radiation. Entry is restricted in RADHAZ zones. Adhere to all warning signs and instructions to avoid exposure.
Smoking or vaping Prohibited inside all buildings, within designated no smoking zones, and near doors, windows, and ventilation or air conditioning intakes. Use only designated outdoor smoking areas where provided.
Mobile phones and 2-way radio transmitters Use is restricted to authorised areas due to potential interference with Defence systems. Usage requirements will be advised by the Defence host or local area induction.
Poly-Fluoroalkyl Substances (PFAS) contamination PFAS affected locations require environmental approval for any soil disturbance, stockpiling, or removal. Follow all site signage and instructions to prevent contamination spread.
Asbestos Known asbestos locations are recorded, signposted, or labelled where practicable. Asbestos is present in some soil areas. Only authorised personnel may conduct work. If uncertain, stop immediately, isolate the area, and contact ServiceConnect or the Head of Unit.

Swimming pool             

The indoor pool is available only to:

  • Australian Defence Force members and their family members
  • Defence Australian Public Service employees
  • Army and Air Force Canteen Service staff.

Follow all posted rules and Lifeguard instructions for safety.

Unexploded ordnance Unexploded ordnance is not expected in common areas. If entering an area where ordnance may be present, the Defence host will issue safety guidance and supervision.
Open water and stormwater culverts The base contains large water catchments and drainage culverts directing water to the Heart Morass. Edges may be unstable and water levels may rise rapidly. Maintain a safe distance and take caution during adverse weather.

Sirens will communicate information about the base security status and procedures. In the event you hear any of the following emergency warning tones, stop what you are doing immediately and follow the direction of your escort or ECO Warden. In the absence of direction, follow the procedures below and those detailed in the following pages of the National Base Induction.

Exit building and assemble at predetermined assembly area. Remain at assembly area and await further direction.

Lockdown

Rapid short ‘beeping’ tone + ‘lockdown, lockdown, lockdown’ voice command

Follow the CLOSE procedure.

  • Close windows, blinds, doors and turn off lights.
  • Lock computers and put documents away.
  • Out-of-sight and minimise movement.
  • Stay silent and turn off phones.
  • Endure and maintain.

Stand down

Low-pitched ‘buzzing’ tone + ‘stand-down, stand-down, stand-down’ voice command

Resume normal activities.
