Agencies receive resources from the annual appropriation bills, special appropriations, standing appropriations (including special accounts) and revenue from other sources.

The purpose of the Portfolio Budget Statements (PBS) is to assist Parliament to understand the Appropriation Bills (No. 1 and No. 2) proposed allocation of resources to government outcomes by agencies, by providing additional details and justification for each appropriation.

As such, the PBS are officially Budget Related Papers and 'relevant documents' to the interpretation of the Appropriations Bills (No. 1 and No. 2) according to section 15AB of the Acts Interpretation Acts 1901.

Additionally, in accordance with section 12 of the Charter of Budget Honesty Act 1998, non-general government entities are not consolidated into the Commonwealth general government sector fiscal estimates and are not reported in the PBS.
