Australia’s partnership with Fiji was strengthened with the official opening of the Vuvale Maritime Essential Services Centre (MESC) in Suva in October.

Led by 19th Chief Engineer Works (19 CEW), Army’s project management personnel worked shoulder to shoulder with local builders since construction began in August 2023.

Working closely with Australian and Fijian contractors and the Republic of Fiji Military Forces (RFMF), 19 CEW led the planning, design coordination and delivery management to ensure the centre was built to meet operational requirements.

6th Engineer Support Regiment also contributed to the project.

Designed as a multi-purpose facility, the Vuvale MESC will support command and control of Fijian Navy vessels in areas such as protection of local fishing industries, natural disaster response and rescue operations, and support of Suva’s radio service.

Major Amrinder Ghuman, of 19 CEW, said the project was a tangible example of Australia’s dedication to Pacific partnership.

“We built the Vuvale MESC to strengthen Fiji’s maritime command and control. It supports the Republic of Fiji Navy and key agencies like the Hydrographic Office and Rescue Coordination Centre,” Major Ghuman said.

It builds on previous infrastructure investments, such as the Blackrock Peacekeeping and Humanitarian Assistance and Disaster Relief Camp, opened in 2022.

Major Ghuman said the Vuvale MESC project developed Army engineers by improving their knowledge and experience on how to deliver complex infrastructure in an overseas environment while collaborating with multiple domestic and foreign agencies.

“It sharpened our planning, improved our coordination with host nation forces, and gave our engineers valuable experience in regional engagement,” he said.

“We also faced challenges building in a different climate than what we’re used to. Suva recorded more than 200 rain days in 2024. This meant adjustments to schedules almost weekly to work around the weather.

“It tested our flexibility and reinforced the importance of local knowledge in planning and delivery.”
