Welcome to the public website for the Larrakeyah Barracks Redevelopment (LBR) Project and the Facilities to Support Naval Operations in the North (FSNON) Project. Defence has established this web page to provide information to members of the public about the LBR and FSNON Projects occurring at the Larrakeyah Defence Precinct in Darwin. The Department of Defence is planning a combined $472 million upgrade of facilities at Larrakeyah Defence Precinct, and the construction of a new wharf and fuel farm to support naval operations in the North.

The Larrakeyah Barracks Redevelopment Project will address significant condition, capacity and compliance issues by providing reliable, flexible and sustainable infrastructure and facilities to address current deficiencies and provide for future growth population.

The FSNON project will address the significant shortcoming in existing operational support facilities at the commercial Darwin Port and provide a new wharf for berthing of RAN ships and a new ready use fuel storage facility which will support fueling vessels alongside amphibious ships, afloat support vessels surface combatants and specialist naval vessels, such as submarines, mine hunter coastal vessel and hydrographic ships.

Proposed works include:

1) NORFORCE Facilities

  • Headquarters and Training Facility
  • Vehicle and marine workshop
  • Quartermaster Store
  • Compound and vehicle shelter

2) Services Infrastructure

  • Upgrade Electrical Infrastructure
  • New Portable Water infrastructure
  • Upgrade Fire Fighting Infrastructure
  • Upgrade Sewerage Infrastructure
  • Upgrade ICT Infrastructure

3) Refurbished Landing Craft Tank Ramp

  • Rock revetment
  • Replacing existing damaged panels
  • Additional toe wall protection

4) Shared User Facility

  • Office accommodation for 112 personnel
  • Training Rooms
  • Meeting Rooms
  • Amenities including showers and lockers
  • Customer Service Registry

5) Base Entry Precinct

  • New Pass Office
  • Roadworks Augmentations
  • Vehicle Inspections and security control
  • New Pedestrian Access

6) Junior Sailors Car Park and New Fuel Point

  • 300 New Car Park Spaces
  • Covered Walkways
  • Car Park lighting
  • New Fuel Point
  • New Fuel Tank

7) New Wharf

  • 250m long wharf

8) New Hardstand and Associated Buildings

  • Storage Warehouse
  • Substation
  • Fuel Pumps
  • Storage Shelter

9) Ready Use Fuel Facility

  • Fuel Quality Control Laboratory
  • Workshop
  • Garage for Bunker Truck

The proposed development works, and upgrades are expected to commence in mid-2018, subject to Parliamentary approval, with construction works to be completed by 2023.
