Garden Island (East) Critical Infrastructure Recovery Program

Welcome to the public website for the Garden Island (East) Critical Infrastructure Recovery Program (CIRP). The Department of Defence (Defence) has established this website to provide information to members of the public about the important works that Defence will be delivering under this program.

Defence is delivering critical infrastructure and engineering works at Garden Island (East), Sydney, New South Wales under a CIRP. The purpose of the works is to address significant condition, capacity and compliance issues with the wharves and base-wide engineering services.

Defence is delivering the CIRP works in two stages:

  • Stage One will demolish the existing Cruiser and Oil wharves, and build a new wharf in a revised alignment in their place. The new realigned wharf will be equipped with a crane, engineering services and wharf furniture to replace those removed during demolition; and
  • Stage Two will remediate the remaining wharves as well as base-wide engineering services such as the electrical and fuel systems.

Subcontractor Opportunities

Both Stage One and Stage Two are being delivered under the Managing Contractor Contract. The Managing Contractor for Stage One is the Bayinguwa Delivery Team. The Managing Contractor for Stage Two is Lendlease Building Pty Ltd.

The Managing Contractors’ publically advertise Expression of Interest (EOI) notices for subcontractors to express interest in tendering for the various work packages:

  • The Stage One EOI process is closed.
  • The Stage Two EOI process is open. EOI notices will progressively be advertised in the tenders section of the Sydney Morning Herald newspaper. Please refer to this source for subcontractor opportunities.
