Welcome to the One Estate Framework

Overview

On 2 October 2019 the One Estate Framework was endorsed by the Enterprise Business Committee and is now transitioning into its implementation phase.

The One Estate Framework is the term used for the Defence estate asset management framework. In general terms, it describes a hierarchy of interlinked artefacts that contribute towards the achievement of Defence’s organisational objectives through achieving value from its estate assets. The One Estate Framework:

  • Is a coordinated and systematic approach to asset management for the Defence estate
  • Responds to the objectives of the 2016/36 Defence Estate Strategy
  • Optimises Defence’s approach to estate investment and enables evidence based, strategic, whole-of-life asset management decisions
  • Complements many of Defence’s current initiatives such as the Framework for Enabling Defence Capability, Defence Estate Planning Operating Model, ID-SDD Integration, and Estate Engineering Integrity System.

The One Estate Framework was developed over an 18 month period during 2018-19. The project included the following stages:

  • Concept Development Stage – to assess the complete asset cycle as it relates to the Defence estate, and develop an appropriate framework, including associated plans, policies, processes and tools. This required engagement with senior leadership and various stakeholders.
  • Proof of Concept Stage – to test the concept design of the Framework prior to final agreement and its full implementation across the Defence estate.

A Program Management Office (PMO) is currently being established to deliver and monitor the implementation of the One Estate Framework. The PMO will lead the change management function, deliver the appropriate communications and awareness, provide project management support, and monitor and report on progress. Implementation of the One Estate Framework is expected to take 3-5 years.

Information on the accompanying artefacts can be found in the One Estate Framework Handbook.

This page will be updated once detailed planning of implementation is complete. For further information on the One Estate Framework please contact the One Estate Initiative Group Mailbox on one.estate@defence.gov.au
