Compliance & Assurance

Compliance & Assurance are an integral part of corporate governance in which management provides accurate and current information to clients and stakeholders about the efficiency and effectiveness of its policies, procedures, controls and operations, and the status of its compliance with the statutory obligations.

Compliance Elements

Compliance Elements Process Touchpoints have been added to the Plan, Deliver, Operate & Maintain and Dispose Lifecycle Processes. The DEQMS team interview each Compliance Element SME annually to identify the Legislation & Policy requirements. The touchpoints describe the Legislation & Policy requirements of the process and are checked as part of the DEQMS Assurance Review Program - Process and Page Reviews.

Assurance

Assurance activities test the efficiency and effectiveness of its policies, procedures, controls and operations, and the status of its compliance with the statutory obligations. DEQMS plays a vital role in assurance activities across the estate.  DEQMS is certified to AS/NZS 9001:2008 standards and is the prime reference for all Defence staff and contractors for estate processes and policies in managing the Defence estate. To maintain ISO 9001 certification Defence must demonstrate that appropriate business processes and controls are in place, monitor performance of processes and demonstrate continual improvement. In order to maintain certification of DEQMS, adequate monitoring and control is needed through regular audit procedures and compliance reviews. This monitoring ensures the continued suitability, adequacy and effectiveness of the system. The outcomes and findings from the reviews combined with performance reporting drive continuous business improvement. The objectives of DEQMS are to:

  • Ensure consistency in the way E&IG deals with its Defence clients and industry;
  • Centralise the source of guidance to create a more integrated organisation;
  • Provide the opportunity to review and improve estate practices on an ongoing basis; and
  • Present information to estate managers in a way which improves the ability of personnel to carry out tasks.
