In response to the 2024 National Defence Strategy, Defence has reformed its One Defence Capability System (ODCS), which connects capability processes across the organisation. The ODCS reforms are designed to enable and support the acceleration of Defence capability delivery to give effect to the integrated, focused force and assist with strengthening Government’s confidence in Defence’s capability management.
Central to the continuing ODCS reforms are the principles of achievability, affordability and sustainability. This means working with government to rigorously prioritise Defence’s most urgent and impactful capability effects.
The Defence Capability Policy 2025 sets out the key principles defining Defence’s approach to capability investment decisions and capability management. The ODCS Manual supports the Policy. Together, the documents provide an integrated view of the policy and processes Defence follows to identify, prioritise, acquire, sustain and dispose of capability while delivering on government’s strategic intent.
As the reform work continues and the processes are tested and adjusted, additional changes are expected.
