The Alkira Fuel Program contract involved the installation of a 68,000 litre fuel tank and bulk fuel supply totalling approximately 450,000 litres to the Gapuwiyak community site (a remote community in the Northern Territory’s Arnhem Land).
Supply of fuel under this contract enabled Army to utilise generators and machinery in construction of a Youth Centre and Barge Landing road, and provision of community health programs, vocational training and community-based engagement activities.
AACAP is a joint initiative between Army and the National Indigenous Australians Agency, annually delivering construction works, health support and training programs to remote Indigenous communities. AACAP projects are led by the 19th Chief Engineer Works (project manager) and 6th Engineer Support Regiment (construction agency) and regularly leverage the Indigenous Procurement Policy for engagement of contractors, subcontractors and suppliers.

Being directly engaged with Defence, assisted Alkira to grow their operations and create more opportunity within their local Indigenous community, through provision of jobs and educational development for youth joining their Indigenous Employment Mentoring Program (IEMP).
Alkira Fuel Program's aim of IEMP is not only to sustain Indigenous youth employed through their business, but to place a deliberate focus on the structural, cultural, and environmental factors which will enable Indigenous youth, to thrive and in turn leave a positive contribution to society. They achieve this through:

- articulation into further career pathways
- lifelong learning and continued engagement.
