The National Defence Strategy (NDS) describes the government’s commitment to reforming its approach to contracting with Defence Industry. The NDS refers to the development of more flexible contracting mechanisms to support agile and developmental projects.
Defence's current approach to acquisition and sustainment is largely based on a waterfall approach. The planned changes aim to enable speed to capability and facilitate continuous capability development and delivery (C2D2).
Purpose
The purpose of this initiative is to develop contemporary contracting templates for effecting continuous capability development and delivery (C2D2). This will provide a standardised approach and facilitate a faster approach to market for projects that are seeking an agile approach. It provides all projects with an alternative to the standard waterfall based Australian Standard for Defence Contracting (ASDEFCON) templates.
Scope
Defence is currently developing draft ASDEFCON C2D2 templates that:
- enable continuous capability development and delivery
- can be used for both software and hardware projects
- are informed by agile project management approaches.
The proposed new templates will facilitate a faster approach to market for projects using an agile approach.
Industry engagement
Defence is interested in engaging with industry on their current agile project management methodologies.
Defence is also seeking feedback from industry members on aspects of the current ASDEFCON templates that may impede an agile project approach or impede C2D2.
