Chapters 12 to 16 apply to all members who perform duty overseas. This includes members on Reserve service.
Note: In the total workforce model, this includes a member in Service categories 3, 4, 5 and 7. It also includes employees in Service category 1 through the operation of section H6 of the Defence Enterprise Agreement 2017-2020. A member in Service category 6 is unlikely to perform duty overseas.
Chapters 12 to 16 do not apply to these members.

The overseas conditions of service in Chapters 12 to 16 are supplementary to other conditions of service that members are eligible for under other Chapters. They do not seek to reproduce the entire package of pay, leave and other conditions for members overseas.
Example: The overseas conditions do not deal with basic recreation leave. Instead, they provide additional leave for members at hardship locations overseas.
This information on overseas conditions of service is published in the ADF Pay and Conditions Manual, referred to as 'the Manual'.
Users must refer to the information contained in the Resources and other required reading material in Chapter 1 at the beginning of the Manual. This is for guidance on such matters as how to apply discretionary powers, and the responsibility of members to report changes in their circumstances where they affect benefits.
For the APS, Chapters 12 to 17 include the conditions determined under section H6 of the Defence Enterprise Agreement 2017-2020 (DECA). For conditions of service not covered in Chapters 12 to 17, non-SES APS employees are to refer to the relevant parts of the Agreement and SES employees are to refer to their collective determination and common law contracts. Both are to refer to the APS People Policy website on PeopleConnect for further guidance.
Overseas conditions of service are intended to be identical for ADF members and APS employees in the same circumstances.
Note: There may be situations in which benefits differ because of particular features of service or functions undertaken.
