Program Review

E&IG Consultation and Review

E&IG are to be engaged in finalising the Estate Investment Requirements (EIR’s) to ensure information is complete for consideration for the Estate Works Program. The Estate Management and Planning (EM&P) representative signs the Cleared By section of the EIR and the E&IG Base Manager signed the Approved By section of the EIR.

Pre-submission consultation with E&IG is imperative for:

  • Confirming the delivery method. Some works may be delivered under other programs;
  • Confirming the works are not already in an existing program;
  • Validating alignment with the Estate Base Plan for the site;
  • Validating alignment of the EIR hurt statement with E&IG's Risk Management Framework; and
  • Validating the cost estimate.

These reviews are undertaken by the E&IG Base Manager and the Estate Management & Planning team, supported by the National Program Services provider. For contact details refer to the Products Director page.

The reviewed and updated EIR is returned to the sponsor for submission to the E&IG EIR Mailbox. Refer to Estate Investment Requirement (EIR) Guidance for steps on how to submit the EIR form.

The submitted EIR will be considered for inclusion in the Estate Works Program and/or other estate programs.

Future Requirements List

The Future Requirements List (DPE Only) lists all future requirements under consideration for the future Estate Works Program and/or other estate programs. The list includes previously endorsed requirements and new requirements.
The Future Requirements List is updated at key milestones in the development of the future Estate Works Program.

The Future Requirements List is the tool for providing feedback on requirements under consideration for the Estate Works Program and to identify overlaps and conflicts in the upcoming program.

Notifications of report updates are distributed to Groups & Services headquarters representatives and E&IG estate management stakeholders.

Program Development Schedule shows the timing for review and endorsement of the future program.

Base Review

During March to May, NPS and Estate Management & Planning staff present the forward program to an appropriate base forum. Feedback on the proposed program is sought.

Feedback is provided in a systemised form, as follows:

EIR Submission Date

All completed EIR’s will be accepted for consideration all year round. Only the highest priority new requirement will be added to the current program, this may result in other projects being delayed.

Future Program Page

National Review

During June & July (year 0) all bids are collated and formed into the proposed year 1,2 & 3 Estate Works Program. Requirements are prioritised as follows:

  • Pre-existing works are aligned to any previously endorsed program (release) year;
  • New works are aligned by year requested identified at the time of the request;
  • Works over a 5 year period in the same building are scheduled to a single year to minimise impact during works (single visit);
  • Higher risk works are scheduled earlier; and
  • Feedback from earlier Base Reviews is applied using the following principles
    • Requests for earlier release of works are accommodated according to higher proportions of Very High and High estate risk assessment; and
    • Requests to remove requirements results in removal;
    • Requests to re-validate requirements result in further review and works are placed on hold until the review is completed;
  • Not all requests for earlier release of works can be applied within the budget constraints of the forward program.

Once new requirements have been added and base review feedback is applied the forward program is re-balanced to the available budget and the updated Future Requirements List – National Review version is published. The national review is to focus on requirements with higher Capability risk for alignment with strategic capability requirements. Organisations involved in the national reviews are:

Program Review

At conclusion of the national review period, the Future Requirement List is updated to incorporate the feedback provided in the national reviews, using the following principles:

  • Requests for earlier release of works are accommodated according to higher proportions of Very High and High estate risk assessment, however this necessitates offsets of works on other facilities;
  • Requests to remove requirements results in removal;
  • Requests to re-validate requirements result in further review and works are placed on hold until the review is completed;
  • Not all requests for earlier release of works can be applied within the budget constraints of the forward program.

During August to September the Program Review undertaken primarily by NPS and E&IG estate personnel focuses on resolving outstanding queries and/or overlapping or inconsistent feedback raised in the Base & National reviews. This may result in works previously on hold being added or other works being removed from the program.

A summary of the results of the Program Review is briefed to the National Review Meeting.
