This section contains a guide to the report, the letter of transmittal, the table of contents, and corrections to the Defence Annual Report 2003-04.

Chapter One - Overview [PDF, 1.46MB]

This chapter includes a review of the year by the Secretary and the Chief of the Defence Force and also provides an overview of Defence, including the financial overview and governance arrangements. The review by the Secretary and Chief of the Defence Force is also available as a separate download [PDF, 707KB].

Chapter Two - Capital Budget [PDF, 672KB]

A large proportion of Defence's budget goes to purchasing and maintaining specialist equipment and facilities. This chapter includes information on the Defence Capability Plan, Capital Facilities Projects and Other Capital Purchases.

Chapter Three - People [PDF, 916KB]

This chapter reports on the Defence workforce; including recruitment and separation rates, people priorities and initiatives, the effectiveness of investigation mechanisms and complaints handling, and occupational health and safety.

Chapter Four - Outcome Performance [PDF, 2.52MB]

Defence's achievements against seven outcomes are measured against the targets set by the Government for each of the supporting outputs. This chapter includes the Cost to the Government of Defence Outcomes, Navy, Army and Air Force Capabilities, Strategic Policy and Intelligence as well as the Explanations of Significant Variations Across Defence Outcomes.

Chapter Five - Group Contributions [PDF, 246KB]

This Chapter describes the contribution and key achievements in 2004-05 of the Defence Groups that:

  • provide the equipment, infrastructure and other support that help to deliver Defence outputs; and
  • advise and support the Government and Defence to ensure the efficient and effective operation of Defence and the development of future capabilities.

Chapter Six - Defence Materiel Organisation [PDF, 650KB]

This chapter provides an overview of the Defence Materiel Organisation (DMO), including its reform initiatives, budget and achievements against the top 30 approved major capital equipment projects. The organisation became a prescribed agency on 1 July 2005.

Appendices [PDF, 1.37MB]

Included in the report are 13 appendices, containing information required under specific legislation and additional information useful for providing a clearer picture of Defence's activities during 2004-05. This includes the 2004-05 Financial Statements; Purchaser-Provider Arrangements; Internal Audit and Risk Management Arrangements; External Scrutiny; Legal Expenses; the Defence Service Charter; Ecologically Sustainable Development and Environmental Performance; Discretionary Grants; ADF Units and Establishments; Consultancies; Advertising and Market Research; Contracts Exempt from Publication and Freedom of Information.
