UXO Panel


The Department of Defence has established a panel of UXO contractors - the Defence UXO Panel (DUXOP). The DUXOP is a selection of preferred companies who provide specialist support services for activities associated with Defence's administration of the Commonwealth Policy on the Management of Land affected by Unexploded Ordnance throughout Australia. The DUXOP also enables the efficient provision of support for Defence-funded UXO and derelict explosive ordnance management, assessment and remediation services throughout Australia, on both non-Defence land and the Defence Estate. DUXOP contractors also provide UXO assessment and remediation services to the private sector and public sector organisations. There may be other companies who are not accredited to the DUXOP who provide UXO services outside the Defence environment.

In 2001, the first Defence Unexploded Ordnance Panel (DUXOP) was established. In 2010, the DUXOP was re-tendered and a replacement DUXOP established. The DUXOP is a selection of preferred contractors and consultants who provide specialist support services for activities associated with Defences administration of the Commonwealth Policy on the Management of Land affected by Unexploded Ordnance (UXO) throughout Australia. The services available will assist in UXO aspects aspects of land management, property divestment, and range planning and maintenance. The services may also provide for project management including design, development of scopes of work, other management services including tendering procedures as outlined below.

The DUXOP will enable the efficient provision of support for Defence-funded UXO and derelict explosive ordnance management, assessment and remediation services throughout Australia, on both non-Defence land and the Defence Estate. The establishment of the DUXOP allows Defence to develop long-term relationships with industry and contributes to industry understanding of Defence requirements.

The DUXOP facility also enables assistance to any Defence agency or prime Defence contractor that has a requirement to undertake UXO-related work, including assessment and remediation services related to sites where explosive ordnance is a factor. The assistance available includes guidance in the development of specifications and statements of requirement for specialist UXO assessment and/or remediation.

The DUXOP provides ongoing competition through a streamlined engagement process and establishes a framework to manage the performance of the Panel members.

Principal service areas for Consultants and Contractors under the Panel Agreement comprise:

    Consultants
    N.B. These services may be tendered for by tenderers who are also tendering for Contractor Services below.

  1. Provision of strategic level advice on the planning, development, management and auditing requirements for UXO/CW-related issues;
  2. Project design and development of scopes of work;
  3. Preparation of tender and contract documentation;
  4. Perform tender briefings and pre-tender site inspections;
  5. Evaluation of tenders;
  6. Negotiate contracts with preferred tenderers;
  7. Contract supervision and performance management;
  8. Perform and report upon site historical research of military usage and activity likely to have resulted in ordnance-related contamination, including but not limited to;
    • Time frames of such usage;
    • Formations and units that occupied and/or used the site, together with principal weapons systems likely to have been used and natures and types of explosive ordnance/CW associated with those weapon systems;
    • Types and natures of explosive ordnance/CW fired/used/remaining at the site;
    • Locations of such use including firing points and impact and danger areas;
    • The identification of demolition areas, including information on quantities, natures, and types of explosive ordnance or CW disposed of and the methods of disposal;
    • The likely extent and natures of the effects of such disposal;
    • The locations of disposal points (including burial sites) or areas that potentially present explosive ordnance and/or chemical contamination hazards;
    • The effects of any local natural or cultural features that may either increase or lessen the effects of any ordnance-related contamination; and
    • Recommendations for additional action to further assess the remnant hazard in order to develop a better understanding of the above issues and to develop remediation options.
  9. Co-ordinate and manage UXO/CW assessment survey and UXO/CW remediation work.

  10. Contractors
    N.B. Tenderers tendering for these services must be NCOP-compliant. Tenderers tendering for Contractor Services may also tender for Consultancy services as listed above.

  11. Perform and report upon UXO/CW assessment surveys to confirm and amplify, or to discount, information produced from historical research. UXO/CW assessment survey work is to include, but is not limited to, the determination of the locations, areal limits, densities, depths, types and natures of UXO/CW and inert ordnance-related items of types likely to cause concern;
  12. Perform and report upon UXO/CW remediation operations designed to reduce the hazard within those areas found, from assessment activity, to be UXO/CW-affected;
  13. The processing and disposal of EOW in such a manner that it can readily be recycled as scrap metal, concurrently overcoming the current concerns of most scrap metal dealers in the handling of ordnance-related material;
  14. The disposal/demolition by appropriate means (including explosive demolition, burning and breakdown) of conventional (ie. non-CW) derelict EO and UXO;
  15. The disposal by appropriate means of CW charged derelict ordnance and storage containers, UXO and EOW (including arisings from disposal operations) that may be contaminated by a CWA.

The DUXOP was established following a competitive process and presently comprises four UXO Contractors. (See Below for full contact details.)

Non-Defence organisations are free to contact the UXO companies that are accredited to the Defence UXO Panel and to engage them directly for UXO services.
