Division 4: Authorised travel on other journeys

9.6.18 Purpose

This Division sets out a member's benefits when they travel by private vehicle in any of these circumstances.

  1. During a public transport stoppage.

  2. On recall to their normal place of duty outside their normal working hours.

  3. For recreation leave travel to a specified destination.

  4. For travel on their marriage or ADF recognition of their partnership.

9.6.19 Public transport stoppages

  1. During a public transport stoppage, a member may travel in a private vehicle between their normal place of residence and their normal place of duty. The travel is taken to be authorised if both of these criteria are met.

    1. The member does not normally use a private vehicle for the travel.

    2. Other means of public transport meets either of the following.

      1. Not available in the area they live in.

      2. Available in the area they live in, but it is impractical to use them.

  2. The vehicle allowance would include the increased rate under Division 5 section 9.6.26 for any other members who travel in the vehicle.

9.6.20 Recall outside normal working hours

  1. If a member is recalled to their normal place of duty outside their normal working hours, their travel in a private vehicle may be authorised by the CDF if they meet either of these conditions.

    1. They are on continuous full-time service.

    2. They are on Reserve service and travel on a separate and additional journey to their normal place of duty.

    3. Note: In a total workforce model, the following arrangments apply.

      1. Continuous full-time service may be described as service in Service category 6 or 7. A member who is in Service category 3, 4 or 5 and Service option C is also on continuous full-time service.

      2. Reserve service may be described as service in Service category 3, 4 or 5. A member on Service option C is not on Reserve service.

  2. This subsection applies to a member who meets both of these criteria.

    1. The member is on continuous full-time service.

    2. Due to a recall the member does not need to make their usual journey to or from duty.

    The member's benefit under subsection 1 must be reduced by the amount that the usual travel would have cost.

    Example: Vehicle allowance could be reduced by the member's usual public transport fare.

Persons who can make the decision under subsection 9.6.20.1 on behalf of the CDF:
Director/Commanding Officer, not below MAJ(E)/APS 6 in the member's direct chain of command or supervision
Commanding Officer (no rank limitation) – Navy

9.6.21 Recreation leave travel by private vehicle

If a member has been granted travel on leave to an approved destination, their travel in a private vehicle to or from that destination may be authorised. Travel costs for accommodation, meals and incidentals are not payable.

9.6.22 Marriage or ADF recognition of partnership

  1. Part 3 Division 1 provides for a travel benefit for a member's new spouse or partner, on the member's marriage or ADF recognition of partnership, in some circumstances.

  2. The member's spouse or partner may be authorised to undertake this travel in a private vehicle.

  3. The member is then eligible for vehicle allowance for the spouse or partner's travel. All these rules must be observed.

    1. There is no eligibility for an additional amount of allowance for transporting the member as a passenger. Other passengers may attract the passenger component of vehicle allowance, if they are eligible for travel at Commonwealth expense.

      Example: The spouse's or partner's child.

    2. The amount of vehicle allowance paid must not be more than the cost of the spouse's or partner's travel by the most economical means.

    3. There is no eligibility for additional costs.

9.6.23 Benefit

For authorised travel on journeys described in this Division, a member is eligible for the sum of these amounts.

  1. Vehicle allowance at the rate worked out under Division 5 section 9.6.25.

  2. Unless this Division specifically prevents it, the following.

    1. Any increase to the allowance that applies under Division 5 section 9.6.26.

    2. Additional costs.
