| The Directorate of Service Conditions has
set March 30 as the deadline for submissions to the review of conditions
of service for ADF non-custodial parents. The entitlements available to support members of the ADF who share the parenting of their children with their former partners has been a long-standing issue. The importance of regular contact between separated parents and their children is well-documented and Defence recognises that the mobility requirements of ADF service can make achieving regular contact more difficult. The DSC recently gained Personnel Steering Group (PSG) endorsement for the review, to include: -A review of the Family Law Amendment (Shared Parental Responsibility) Bill 2006 to investigate if there are any implications for ADF members who are non-custodial parents; -Current conditions of service that support ADF members who are non-custodial parents and proposals for enhanced conditions, and -The tax implications for any new policy proposals (or proposed enhancements) in terms of FBT reporting on the members payment summary. A tri-Service working group has been established to discuss issues to assist in the development of options for further consideration by the PSG. The DSC wants input from ADF members, particularly non-custodial parents, their supervisors and managers. Personnel involved in ADF personnel administration may also have examples of situations unique to non-custodial parents and suggestions regarding possible conditions of service.
