Changes to Defence HomeOwner Scheme

THE legislation covering the Defence HomeOwner Scheme concerning members discharged with a compensable disability has been amended.

The legislation has been amended to allow personnel who have been discharged as a result of a serious physical or mental incapacity to apply for an entitlement certificate after two years.

Under the normal provisions of the Defence HomeOwner Scheme, subsidy payments could only start following a member’s discharge and must be within two years of that discharge.

If the entitlement did not commence within two years of discharge, the remaining subsidy entitlement was lost.

To determine if they are still eligible when applying for an entitlement certificate, discharged personnel must be able to:

  • demonstrate that the discharge was due to a compensable disability; and
  • provide supporting documentation from a registered health care professional stating that the compensable disability caused or contributed to them being unable to apply for the homeowner scheme.
