More self service may stem from trial

THE Air Force PMKeyS Cell has been actively involved in developing the requirements and testing of the new web-based real-time PMKeyS Employee Self Service (ESS) facility.
PMKeyS ESS functionality has been rolled out to some 1000 staff around Australia and overseas since July 14 and the trial will run to September 30.

ESS enables staff to:

  • view and modify personal details including home and mailing address, and telephone number;
  • view leave balances including recreation, sick and long service leave;
  • view leave history for all leave taken; and
  • view and modify emergency contact details.

Additional functionality is being developed for the trial, including the Employee Preferences and Restrictions (EPAR) form. The EPAR functionality has been prototyped to permit military personnel to view and enter their EPAR data directly into PMKeyS, via ESS.

Other functions being considered for inclusion in ESS include:

  • processing of leave applications;
  • viewing individual readiness data; and
  • viewing dependant beneficiary data.

While ESS will enable members to view and modify personal details on PMKeyS, it is equally important to recognise that individuals will also have a responsibility to ensure their information is correct. This means that ESS will confer a degree of personal accountability for the accuracy of personal details recorded on PMKeyS.

ESS will also be the initial entry point for all Air Force people to utilise the interactive and personalised People Central web portal that is currently under development by Directorate of Personnel Strategy Implementation -Air Force (see below).

Further information about ESS will be periodically published as the trial concludes and we consider broader implementation. Pending a favourable response from ESS trial participants, and jumping some IT hurdles, it is expected that ESS will be rolled out to all ADF members before the end of the year.

Central aim

AS part of the new RAAF Personnel Strategy, the Air Force will be expecting people to play a greater role in managing their own careers. To do this they will need easy access to all the information necessary to make informed decisions about the direction of their career.

People Central will be the home of this information.

In addition to what is currently available on the DPO, DPA and DPR web sites, People Central will allow individuals to find out where all the jobs for their rank in their mustering/specialisation are, then search for jobs in their preferred localities.

People Central will also allow DPO, DPA and DPR staff to communicate “hot issues” to people in the field.
They will be able to select groups of people by rank and/or mustering/specialisation to quickly inform them of the latest issues or opportunities relating to their careers.

People Central will be launched by the end of 2003 and will be available to all PAF and Reserve personnel through the Defence Intranet.

Fit for duty

WHERE a member has an ongoing and potentially restrictive medical condition, it is the role of the Medical Employment Classification Review Board (MECRB) to determine a member’s future employability and deployability within the Air Force.

The Directorate of Personnel Executive Review - Air Force coordinates the conduct of MECRB.

There are a variety of outcomes that can arise from a MECRB decision. These can include being assessed as Medically Unfit for Further Service, being granted a temporary PFT waiver, or being subject to a further medical review.

The process of presenting a member’s case to the MECRB takes considerable effort and time, but every effort is made to process all cases as quickly as possible.

The process of undergoing a medical review can be traumatic for some members, given the uncertainty and potential disappointment of an outcome.

Accordingly, support is offered from medical staff and unit administrative staff to assist during this difficult time.
