Commission cut-off dates reintroduced

Chance to enrol for accident BOI course
NOMINATIONS are sought for the only Aircraft Accident Inquiry Management Course for 2003.
The course, held at HMAS Harman in Canberra from August 5-7, aims to provide selected officers with the knowledge to be members of an aircraft accident Board of Inquiry.
It is open to squadron leaders and wing commanders of the aircrew, air defence, air traffic control, engineering and medical specialisations.
Nominations close on July 15 and should be sent to Squadron Leader Tony Street, of DFS-ADF, on (02) 6266 2257 or anthony.street1@defence.gov.au.

AN annual cut-off date for all commissioning applications for airmen/airwomen has been introduced.

In September 2001, due to a significant increase in officer targets, cut-off dates for commissioning were removed to allow greater flexibility to meet the greater demand for officers. The exceptions were the Airmen/Airwomen Access to the Academy Scheme (AAAS) and Civil Schooling.

However, a recent review of the airmen/airwomen commissioning process

identified a number of issues, including:

  • Insufficient notice to DPA and units of a member’s selection for commission resulting in vacancies having to be carried by parent units for extended periods; and
  • airmen/airwomen left waiting for extended periods, without advice of their success/failure due to the continual processing procedure.

To address these issues, the annual cut-off for commissioning applications has been reinstated.
The new system will have the following benefits:

  • it provides airmen/airwomen with a set timeframe in which to be processed and, most importantly, a set date of notification of commission;
  • it increases the efficiency of the commissioning process; and
  • it provides DPA with reasonable notice to manage the airmen force.

Schedule
Below are the timings for the commissioning process. A transition period has been incorporated to allow applications for both 03/04 and 04/05 financial years (FY) to be processed. Please note that the schedule for the Civil Schooling Scheme will remain unchanged.
This year
Now-August 15: Applications for commission, excluding AAAS, to be lodged for 03/04 intake. AAAS vacancies for 03/04 have now closed.
August 16-November 30: Applications for commission, including AAAS, to be lodged for 04/05 intake.
Note: for future years, cut-off will be November 30 for the following FY.
Subsequent years
December 1-April 15: Applications are processed, which includes interviews, testing and selection boards as required.
April 16-May 31: First round of offers sent to successful members. Unsuccessful members are notified and advised if eligible for second round of offers.
After June 1: Second round of offers released to fill non-achieved targets from first round.

Targets
Targets (or vacancies) for 04/05 will be confirmed in mid-July 2003. However, as an indication at this stage, the specialisations which are available for 03/04, and are likely to be open for commissioning in future years, are:
o administration officer
o air defence officer
o air traffic controller
o education officer
o electronics engineer
o environmental health officer
o intelligence officer
o laboratory officer
o logistics officer
o nursing officer
o pilot

Targets may also be available for Aeronautical Engineer in the future, however no vacancies remain for 03/04.

The specialisations listed above represent the current forecast. Note that factors such as recruiting achievement and target numbers might effect the specialisations open in any particular year. Confirmed targets will be placed on the DPO-AF web site as soon as they are set.

DPO-AF can not process serving members’ applications for the undergraduate scheme as Civil Schooling and AAAS are the only available tertiary entry avenues for airmen and airwomen seeking commissions.

For further information on achieving a commission, visit the DPO-AF web site at http://intranet.defence.gov.au/Raaf Web/sites/DPO. Follow the links to DPO-AF Business, then Appointments and click on the Commissioning link.
