There is an increasing trend for personnel to bypass the chain of
command and internal communications systems and unnecessarily refer
issues/complaints in the first instance to higher authorities for
resolution.
The issues range from complaints to simply seeking information that
is readily available elsewhere.
This action is not normally appropriate, and for reasons of accuracy
and efficiency, it is important that such issues are dealt with
at the lowest suitable level. Referral of issues/complaints direct
to CAF, the Ministers Office and in some cases even the Prime
Minister (particularly by way of e-mail) can substantially delay
resolution as the matter is referred back to the appropriate agency/level
for investigation and response preparation.
The accumulation of inappropriately directed complaints adds considerably
to the Air Forces administrative overhead.
Therefore personnel are reminded that there is a correct process/chain-of-command
and this is to be used by all members at all levels. If in any doubt
as to the correct process to be followed personnel should refer
their queries through unit administrative staff in the first instance.
While personnel are encouraged to raise issues/grievances, they
should not normally be referred outside the chain of command until
all internal avenues have been exhausted. In fact it would be very
rare, for example, for the Ministers office to become involved
in an issue until such time as the internal review process has been
exhausted.
Within Personnel Branch, the Directorate of Personnel Executive
Review - Air Force has responsibility for personnel issues/complaints,
and administrative staff and commanding officers are encouraged
