The Defence Force Remuneration Tribunal (DFRT) has made an interim decision
that affects ADF engineering officers pay.
As a result of the decision, effective from February 22, Navy engineers
that were on Pay Group 2 (Old Officer Common Scale) will move to Pay Group
3. This equates to a $3662 increase in annual superannuable salary.
Engineers who are on a higher pay group will remain at their current pay
group.
The ADF engineering officer pay case was presented to the DFRT on November
29-30, 2006 with each service providing witness testimony to the hearing.
The Navys side of the case was given by Director General of Navy Personnel
and Training (DGNPT) CDRE Nigel Coates and the Chief Naval Engineer (CNE)
CDRE Rick Longbottom. Navy had sought an early decision for engineers in
recognition of the remuneration aspects affecting their retention.
The tribunals interim decision to place ADF engineers in Pay
Group 3 is a starting point, CDRE Coates stated.
Navy is committed to achieving a favourable DFRT outcome and in recognising
the importance of this to our members, we have allocated extra resources
to assist Navys case at the hearings.
We have established the Navy pay case team to provide expertise and to further
develop and manage our input into pay cases this year.
CDRE Coates added that the interim placement does not fully address the
financial aspects of Navy engineer officer retention and therefore he is
reviewing the existing Navy engineer retention allowances.
In the short-term, the retention allowances for Navy WE/ME/AERO engineers
will remain unchanged.
The administration of moving engineering officers from pay group 2 to pay
group 3 will take some weeks to implement, however will be backdated to
February 22.
The ADF engineering officer pay case covered 20 per cent of the ADFs
general officer population.
As a result, the DFRT recognised that placement of engineers would be seen
by the ADF as benchmarks for other officer pay cases when not all factors
had been considered.
As a result, the DFRT made an interim decision and will consider final pay
placement for engineers later this year along with the broader ADF officer
pay case.
Further DFRT pay case hearings are expected later in the year for both officers
and warrant officers.
Work is also continuing on the implementation of the sailors new pay
structure which has been approved by the DFRT and is due to be implemented
in August.
