Under
the Sea Change initiative, sailors will now be awarded promotion
“bands”, to indicate their competitiveness for promotion based
upon their performance.
This new routine will enable sailors to envisage a clear picture
of where their careers are headed and what they need to achieve
to maintain a competitive edge. Sailors not detailed for promotion
by the Directorate of Sailors Career Management (DSCM) in October/November
will be allocated one of four bands from June 6, 2006 to May 31,
2007.
Sailors defined as suitable for promotion, with a high probability
of promotion within the next 12 months will be allocated band
A. Band A will be awarded to no more than 50 per-cent of the promotion
requirement as defined by DSCM.
To become eligible for allocation of band A, sailors must have
completed all their discretionary qualifications by August 31.
Sailors who are competitive for promotion yet do not hold discretionary
qualifications by August 31, can achieve band B. Sailors allocated
band B are deemed suitable for promotion, subject to completion
of discretionary qualifications.
Promotion for sailors awarded band B will only be authorised if
vacancies are available.
Sailors allocated band C are suitable for promotion subject to
completion of discretionary qualifications.
Promotion for sailors awarded band C is unlikely due to workforce
requirements, however promotion may be authorised if vacancies
exist.
Sailors deemed unsuitable for promotion will be allocated band
