Sailors’ promotions reviewed under Sea Changeetimes diplomat
Improved scheme

Significant changes will be made to the sailor promotion system during 2005-2006, refer ABR 10 chapter 6.

These changes are an integral element of the Sea Change Program as announced by CN. Some of the major changes intended for the sailor promotion system are: ¦ A transition from biannual reporting to annual reporting for all ranks.

  • A transition to annual promotion cycles which will select sailors for promotion in a flexible manner, as workforce requirements arise.
  • All sailors who have, or will obtain the required seniority during the next promotion cycle will be provided with a status advice note which will allocate them in advance to one of four promotion bands.
  • Retention of the current WO promotion board but with more notice of promotions being introduced.
  • Introduction of a CPO selection panel.
  • Retention of MAT score order of merit for promotions to the ranks of LS and PO.
  • Award of block rank seniority to all sailors promoted during the same promotion cycle.
  • Sailors who are selected for promotion will not be promoted until they have achieved all promotion prerequisites.
  • The opportunity for a small minority of sailors, identified as high performers with significant potential, to be eligible for award of one years advanced seniority when promoted to the next rank.

    The changes will result in an improved selection process to ensure sailors achieve the promotions they deserve. Promotions will continue in accordance with current practices until the later half of 2005.

    The first CPO Selection Panel will be in August- September and the first selection process to PO and LS in November 2005.
