Operations
and capability managers will soon be able to access new management
tools, which will save planning time and facilitate comprehensive
reporting on activities.
DGNBM staff, in conjunction with DSTO, MHQ, the Navy Force
Element Groups and ANCARO Software Systems, have been developing
a suite of software tools to assist in the management of military
capability.
The new tools FORCE (FEG Output Resource Cost Estimator) and
FAMT (Fleet Activity Management Tool) are part of the of Navy
Capability Costing System (NCCS), being designed to support
fleet activity planning, resource management and governance
requirements.
The NCCS aims to enable the delivery of timely and quality
management information from a single point of reference in
a consistent and accessible manner.
The introduction of the new tools will provide an integrated
and consistent framework for planning and costing fleet unit
activities.
They will also allow Navy personnel wider access to information
such as where ships are visiting, what operations they are
on, personnel and operational metrics, as well as specific
costing information on a wide range of Navy activities.
CMDR Terry Weir, part of the Directorate of Navy Resource
Evaluation and Costing team working on the tools, said that
they would improve financial reporting to Government and Navy,
especially in the estimation of fleet costs in meeting preparedness
and operational commitments.
“Managers who use FORCE will now be able to access historical
data from Navy and other databases and information sources.
It will allow, for the first time, data to be presented showing
costs in force structure, readiness and sustainability views
at the FEG and whole of Navy levels,” CMDR Weir said.
“FAMT will allow FEGs and MHQ to plan and cost fleet activities
such as maintenance, workups and operations, as well as identify
the cost of alternative schedules.”
Navy will launch the new capability costing tools early next
year.
