Smith commended for lengthy career

Barry Smith

Defence civilian Barry Smith has recently been awarded the Secretary’s Award for his tireless efforts in a career spanning 30 years.

He is currently working as the contract administration manager (among others) for Port Services and Support Craft (PSSC).

Smith commenced his employment with the Department of Army at Victoria Barracks, Paddington in August 1973. Beginning as a Class 1 Clerk in the Civilian Personnel Section and in 1975 he became part of the new entity, the Department of Defence.

In 1980, to be closer to the action, Smith moved as a Clerk Class 5 to the Navy’s East Australian Area Command (FOCEAA) mixing finance, personnel services and general services in to an ever-broadening experience base.

He then moved to the Directorate of Resource Planning (DPR) with highlights including 12 months working with the Chief of Logistics on the planning and implementation of DEFMIS.

It was in 1997 that Smith once again decided to broaden his horizons, and join the RAN in embarking on the ambitious 10-year PSSC contract.

He was made the contract administration manager at Garden Island in 1998.

Since then Smith has seen responsibility for the PSSC contract move from Naval Support Command Maritime Command and finally to Systems Command.

Smith has performed a pivotal role in keeping both contract customers and local managers informed on contract parameters and issues.

He has developed a reporting regime that facilitates direct customer feedback on the contractor’s performance and plays an important part in the dispute resolution process.

Most recently in his distinguished career, Smith has also taken on the contract management role for the 10 year Electronic Warfare Training Services Contract between the RAN and Raytheon Australia.
