Study scheme back in vogue

Member Initiated Civil Schooling is being reintroduced after being temporarily suspended due to workforce priorities and funding pressures.

The Member Initiated Civil Schooling Scheme (CSS) will again be administered by Navy Personnel and Training Centre Canberra on behalf of Navy Personnel and Training with direct input from Directorate of Sailors’ Career Management and Directorate of Naval Officers’ Postings.

The CSS is aimed at both sailors and officers alike, supporting members who wish to undertake study that is of prime long-term benefit to the Navy and the member.

Criteria will focus on the relevance of the study to the Navy and the likely return of investment from the individual.

It is proposed that up to 10 members be released for full time study and up to 60 members be released for part or own time study in an academic year.

In all cases, release will be a career management decision in light of Navy’s needs.

Director General Navy Personnel and Training CDRE Matt Tripovich commented “Member initiated CSS reflects a shift towards mutual benefit for officers, sailors and the Navy, driven by a need to refocus attention to skill sets the workforce requires and meeting the aspirations of individuals.”

The relevance of the requested course to a member’s next posting or career will be a major consideration in the approvals process.

Ceilings of 15,000, 7,500 and 5,000 dollars will apply to course reimbursements for full-time, parttime and own-time study respectively.

These caps are based on the average cost per credit point at Australian Universities and will be indexed annually.

(Costs above the abovementioned ceilings will be a member’s responsibility.)

Applications for study in 2005 should be completed on form AD216 and forwarded to NPTCCanberra for consideration by July 4, 2004, including a justification of not more than one page.
