Navy training gets tick in the box

Pursuit of excellence pays off

July 9, 2001

The quality of the Royal Australian Navy has been recognised through its registration in the ACT as a Quality Endorsed Training Organisation (QETO) by the ACT Accreditation and Registration Council (ACTARC).

A ceremony marked the important milestone in the Navy's pursuit of training excellence, with chair of ACTARC Dr John Grant presenting the certificate of quality endorsement to the Director General of Navy Personnel and Training, CDRE Lou Rago.

The certification is the culmination of a process by Navy in aligning its training with the Australian Recognition Framework that permits the transfer of skills between organisations.

According to CDRE Rago, QETO certification represents an exciting phase with many benefits for Navy.

"It means Navy can now directly issue nationally recognised qualifications to its members and be guaranteed that they will be recognised automatically by other registered training organisations such as TAFEs, as well as industry and government bodies," he said.

"This will achieve two important results. Navy-issued qualifications will be recognised by civilian organisations and will provide training exemption benefits to personnel seeking alternative employment. Also, Navy will no longer be required to seek recognition or accreditation of courses through third party civilian providers, thereby saving time and money."

CDRE Rago also pointed out that the accreditation process highlighted the challenges ahead.

"We need to examine more contracted training, the inclusion of e-learning in our training strategies and develop other innovative strategies to enable us produce the well-trained and confident sailor of the future," he said.

In achieving the new standard, Navy met nine criteria, those being: strategic management, client focus, human resource management, administration, information and financial management, assets and facilities management, organisational performance, course design, development and review, training delivery and recognition of skills.

To ensure Navy maintains this standard, all its training areas will be audited by external process over a three-year rolling program and ongoing internal audit.
