Navy's Performance Management Framework (PMF) 'Report Card 2000' has been distributed to all commands, ships and establishments, and published on the Navy Information Web (NIW) at http:/defweb.cbr.defence.gov.au/navy/documents/scorecard.htm

Navy's report card informs the Chief of Navy (CN) and the wider naval and defence community of our overall health as an organisation.

CN uses the PMF assessments to identify where our performance levels are meeting agreed targets and where remedial action is required.

The PMF is the tool that CN and CNSAC (Chief of Navy Senior Advisory Committee) are using to assess Navy's progress towards our major goal of "Green by 03".

This is the fourth report submitted to CNSAC since the PMF commenced in December 1998.

The current Navy scorecard incorporates the Goals outlined in CN's Commitment to Future Directions and the changed accountabilities within the new Navy organisational structure.

The PMF scorecard is colour coded to indicate our success in achieving agreed levels of performance.

A green assessment indicates satisfactory performance. Amber indicates some performance shortcomings.

Red indicates unsatisfactory performance and white indicates that we are unable to measure our performance due to a lack of data/and or measurement tools.

Upward pointing arrows indicate that Navy's performance has improved and downward pointing arrows indicate that performance has deteriorated since the preceding period.

The PMF allows us to monitor how we are performing against the goals we have set. The scorecard represents the current "health" of the organisation, allowing us to quantify the gap between where we are now and where we want to be in the future.

Our report card for 2000 indicates that Navy is continuing to perform well in the conduct of all of its operational commitments.

Continued success in this area is dependent on rectifying deficiencies in the areas of exercise effectiveness, force readiness levels, force structure and sustainability.

Navy has improved its ability to meet the requirements that Government and the Australian community has of us.

Importantly, our public image is responding to the concerted Navy-wide efforts that have been in place throughout the year.

Further work is required to improve how we do our business.

Corporate systems such as ROMAN, SDSS and PMKEYS need to become more responsive to our requirements and we also need to better define the level of support required from service providers.

Our ability to recruit, train, manage and retain our people continues to be the most significant area of concern for Navy.

Separation and recruitment levels remain at unsustainable levels and continue to pose a major risk to Navy's ability to fight and win at sea.

Resolution of our people issues is our number one priority and initiatives aimed at improving career management, training opportunities and other personnel related issues are being developed and implemented.

Navy will now report achievement against the targets in the scorecard three times a year.
This will provide CN and CNSAC with increased opportunities to review progress towards "Green by 03" and to make adjustments to improvement strategies.

The next report will be reviewed by CNSAC in May and published in June.

The scorecard for the next reporting period remains largely unchanged except for the addition of a new key performance indicator - 'Certification'. The revised scorecard can also be found at the NIW address.
