Home loans and re-enlisted members December 11, 2000
Members who enlisted after May 15, 1985 are entitled to home loan assistance under the DHOS. Members who enlisted prior to May 15, 1985 and did not make an election to transfer to the new scheme, during the period March 1 to September 2 ,1991 remain entitled to the DHSL Then there are the 'forgotten people' - those with previous service who have re-enlisted. It is estimated that 184 members, who first enlisted in the Navy prior to 1985, separated from the Service and re-enlisted since August 1991 (we expect there are many others who re-enlisted sooner). These re-enlisted members believed they would eventually qualify for the new scheme after re-enlistment. Not so! As their first enlistment was prior to May 15, 1985 they are not eligible for the new scheme. And, because they had not qualified for the DSHL during that first period of service they were not offered an opportunity to revoke that entitlement. That is, they are locked in to the $25,000 without choice. The Federation brought this 'catch 22' situation to the attention of Government twice in 1998 to have the matter corrected. On each occasion the Minister responsible has completely missed the point indicating that the 1991 'election period' was a one-off and a second revocation opportunity will not be provided. For the personnel in question, it is not a second choice, all they want is a FIRST CHOICE, a choice they continue to be denied. We haven't given up hope for these people.
