Posting review on way

April 17, 2000

Do a quick personal check on your posting history.

It was reported in the Defence Efficiency Review (DER) that ADF members are, on average, posted every 18 months. This can be great if you like moving and you're seeing interesting places but for those of you that need some stability, whether to do some study, keep the kids in school or allow your spouse to develop a career, it can be a nightmare.

The cost of maintaining this tempo of postings is significant. When you combine removals with storage, travel, accommodation and other allowances this totals about $160m a year. With rising separation rates and the multiplying effect that has on postings this figure will continue to increase.

In the Defence Efficiency Review papers it was recommended that "Defence should take action to reduce the number of postings overall." But how can we keep doing what we do if we slow the whole cycle down?

That's what the Posting Turbulence Review Team (PTRT) is trying to nail down. The team is looking at all service infrastructure, career management policies and service practices that generate a removal with the aim of finding a better way of doing business.

The PTRT has been formed by MAJGEN P.J. Dunne, Head Defence Personnel Executive. The team is headed by BRIG David Webster with a tri-service staff of three colonels, three majors and a petty officer. Work has been underway since February 1 and the final report will be presented September 4.

The PTRT will be visiting some major bases around the country in the next couple of months and asking for your input. Consultation will be qualitative rather than quantitative, working in small focus groups.

These will be followed with specialist workshops and will include close consultation with policy makers.

At the end of the day the PTRT will not be presenting just a series of recommendations it will be presenting policy changes which have been, or are in the process of being, implemented.

A site has been established on the Defweb at DPE Hot Issues (http://defweb.cbr.defence.gov.au/dpeptrt/default.htm [Defence Network access only]).
Your input is welcome.
