Show me the money: WO1 Narelle Scott and her team at DEFPAC have been busy processing acceptances for the recent retention initiatives.
LIFE at DEFPAC has become a whole lot busier owing to the implementation of Army’s latest retention initiatives, the Army Expansion Rank Retention (AERR) and Critical Employment Category Retention (CECR) bonuses.

Units send accepted offers to DEFPAC, where they are processed by the Service Liaison Officer-Army, WO1 Narelle Scott.

WO1 Scott said acceptances were being received by fax and email for members deployed overseas, and by normal mail for those members on duty in Australia.

“During the past four weeks, DEFPAC have been receiving an average of 70 acceptances each day, and these are being processed on top of normal business,” she said.

Acceptances are first checked against the master eligibility list from Directorate Military Personnel Administration-Army (DMPA-A) and any discrepancies are followed up with DMPA-A, the member’s unit or the member.

WO1 Scott said common problems were; incorrect authorising signatures of the CO/OC or admin CO; missing pages, for example no payment details or no superannuation fund information; and, members accepting the AERR bonus not realising they had a requirement to sign for the completion bonus as well as the one-year retention bonus.

For members who have elected to roll over all or part of their bonus into superannuation, there will be an additional wait for their payment to be made because of the unavoidable delay between processing on the ADFPAY system and processing of the payment through ROMAN.

“For these cases a wait of about three weeks is commonplace and members should note that ADFPAY will show the bonus as both a credit and a debit, leaving a nil value. This is a recording requirement between ADFPAY and PMKeyS,” WO1 Scott said.

The final checks in the process are conducted on the ADFPAY system to ensure the transactions have applied, to monitor processing times and to adjust taxable earnings and re-credit tax if at the time of payment the member is serving in a declared warlike locality.

Staff at DEFPAC endeavour to process bonuses within two working days of receipt, ensuring that the member will receive their payment on the following pay day.

“The staff here are aware of the impact of not getting the money into member’s accounts as quickly as possible, and they are contributing to the success of the scheme.”
