Salary change made

PHASE 3 of the Remuneration Reform Project (RRP Ph3) has rolled some Qualification and Skills (Q&S) allowances into salary.

While the policy change occurred on October 5, 2006, the change has only now been implemented through Cenrespay II.

The change affects the salaries of both ARA and Reserve members.

The Q&S allowances affected are: Flying Allowance, Special Action Forces Allowance Specialist Operations Allowance, and Submarine Service Allowance.

RRP Ph3 implementation changed the way these allowances are paid, rolling them into salary.

Under the old allowance payment rules, eligible Reserve members who worked a part-day were paid a full-day’s Q&S element of the allowance. Rolling these allowances into salary ensures that members are paid equitably.

The change will only be noticeable when you perform duty for a part-day. For example, if you work for two hours you will be paid your salary, which now includes the Q&S element, for one-third of a day.

Or if you work four hours you will be paid salary for half a day. Under the old allowance payment rules, you would have been paid a full-day’s Q&S element of the allowance.

The decision to roll Q&S allowances into salary was made in DFRT Det 3/2006, RRP – Officer and Warrant Officer Salaries.
