Civilian
qualifications delayed
The
Army
in its role as a Registered Training Organisation (RTO) has for
many years been issuing to soldiers and officers the civilian
qualifications to which their Army training entitles them, under
a program called the Civil Accreditation Program (CAP).
In common with all RTOs, the Army is subject to external audit
in the issuing of civilian qualifications.
An audit last September identified deficiencies with the processes
followed in the issuing of qualification documents.
As a consequence, Headquarters Training Command directed that
the issuing of qualifications cease until the problems were fixed.
It is important to understand that the problems are a matter of
process - there is nothing wrong or invalid with any of the qualifications
that have been issued.
Steps are being taken to re-start the program as a matter of urgency.
In the meantime, a significant backlog of applications has accumulated.
When issuing of qualifications resumes the backlog will be dealt
with in date order.
This is a time of difficulty for the staff whose job it is to
deal with this situation, especially as many members may be disadvantaged
by the delay.
