Time to train officers




CA LT-GENPeter Leahy has endorsed a cohort management plan to clear the large training backlog of officers requiring the Intermediate Operations Course (IOC)/Grade Two (G2) course in the All Corps Officer Training Continuum (ACOTC).

Lt-Col Tony Rawlins, Senior Career Advisor, DOCM-A, said four modified G2 courses, titled G2 (Ops), would be introduced between June and December 2004, to deliver only the operations module from the full G2 course.

The G2 (Ops) courses will expedite the backlog clearance while providing the minimal acceptable training for majors who have gained varying levels of on the job experience in command, leadership and management," he said.

Course delivery and panel sizes will be:

  • G2 (Ops) June to July 2004 - 72 ARA and eight ARes
  • G2 (Ops) July to August 2004 - 72 ARA and eight ARes
  • G2 (Ops) September 2004 - 76 ARA and nine ARes
  • G2 (Ops) October 2004 - 76 ARA and nine ARes

Clearance of the G2 backlog will be managed as follows:

  • Major 2002 and senior: 170 officers have not completed IOC/G2. Only officers within these cohorts who are selected for Command and Staff College (CSC) will attend a G2 (Ops) course.
  • Major 2003: 74 officers have not completed IOC/G2. These officers will be directed to complete a G2 (Ops) course in 2004. Failure to do so will jeopardise their competitiveness for CSC.
  • Major 2004: 141 officers have not completed IOC/G2. Officers selected for overseas appointments will be directed to complete a G1 (Ops) course in 2004. The remainder will be directed to complete the full G2 course in 2005.
  • Captain 2000 and junior: 263 officers are yet to complete IOC/G2. These officers will be directed to undertake the full G2 course from 200 in their final year as a captain.

"In developing the management plan for the G2 course, DOCM-A has attempted to realistically balance the need to provide Training Command with a 'clean break' scenario with no career detriment to officers who need training under the current training regime," he said.

"The ability of the Army to achieve a mature state ACOTC for the G2 course is dependant upon commanders and their officers adhering to this cohort management plan.

"Commanders with officers in the above cohorts have been directed by CA to release officers for the relevant course attendance period to ensure the G2 course backlog is cleared by 2005. This will allow the ACOTC G2 component to achieve mature state in 2006.

"The cohort management plan for the Intermediate Staff Course/G3, which also has a significant backlog, will be similar to the G3 course. The details will be promulgated by signal and in Army in the near future."
