PUCKAPUNYAL Army area is in line to receive a national award for
its risk management.
Along
with CSIG and the Joint Health Support Agency, Army has been shortlisted
for the regional activities category of the Comcover excellence
in risk management awards. as a result of a new helipad and a series
of lessons learnt from the response to a simulated serious accident.
A comprehensive
risk management program at Army's Puckapunyal health centre is the
focus of the award.
Maj
Steve Wagener, Land Warfare Development Centre, said risk management
was a concept people needed to understand.
"The
nature of our business means taking risks is essential to achieving
results," he said.
"That's
what's been achieved for Puckapunyal health services."
Among
other things, the risk assessment carried out at the health centre
identified the need for a helipad because existing LZs near the
medical centre were on uneven ground, making it difficult to move
medical trolleys.
This
risk and a range of others including SOPs for casualty evacuation,
coordination and time frames were all tested in a simulated serious
accident involving the rollover of an armoured vehicle.
The
changes at Puckapunyal are not an isolated example of Army's commitment
to risk management. Other areas of Army achieving significant results
from the use of risk management include:
- Maj
Anthony Fehring, Defence Safety Management Agency, who is examining
risk management for weapons systems across Defence.
- Commandant
RMC-D Brig Mike Paramor who, together with his staff, are developing
new curriculums and competencies for risk management training.
- Brig
Mike Clifford, AHQ, who has led the way in developing the Army
approach to risk management.
- Maj
Wagener and Capt Rick Loveridge presented to Comcover's national
judging panel in Canberra.
The
panel was impressed with their use of risk management tools to maintain
medical services to the base at a time when regional medical services
in the community were under severe pressure.
Another
aspect seized on by the panel was the use of risk management as
a tool for enhancing business dialogue between organisational 'silos'
on base.
"We
will just go through the process again and come up with another
smooth hand-over with our new health service providers," Maj
Wagener said.
"I
think we are getting quite good at strategic risk management - we
certainly are getting a lot of experience.
"Concentrated
effort at important stages and good communication between agencies
along the way was the answer at Puckapunyal."
