Governance
framework signed
Organisational
Performance Agreements (OPAs) and Charters for the Service Chiefs
and Group Heads have been signed by CDF Gen Peter Cosgrove and
Secretary Dr Allan Hawke.
The
Charters are an important component of the Defence governance
framework and formalise individual accountabilities between each
of the Service Chiefs and Group Heads and the Secretary and CDF.
They
will be reviewed again in September 2003, or earlier if required,
to ensure alignment with Government direction.
The
Organisational Performance Agreements (OPAs) establish the performance
targets and the level of product delivery for each of the Services
and Groups. OPAs complement the balanced scorecard and reflect
customer services, people matters, business processes, and other
ownership issues, such as budgeted financial performance, strategic
asset management, public relations, and corporate citizenship.
They are reviewed and signed annually to ensure the information
is up to date and the targets are realistic.
