Factors of the weighted initial rating method

What is the WIRM? (Weighted Initial Rating Method 21).

The WIRM is a computer-based decision support tool used to identify those officers who are to receive detailed consideration by a PAC and to assist with general career management decisions. It is based on current promotion consideration criteria.

The WIRM discriminates on the basis of:

  • Performance. Performance is based on reporting history covering a six-year window. This is the principal discriminator.n Education and training. The WIRM discriminates on competencies by acknowledging professionally valuable education, such as tertiary education or staff college training.
  • Experience. The WIRM recognises significant experience such as command and operational experience, and service with the United Nations (UN) or UN-like missions.

Employment of the WIRM

The principal use of the WIRM is in identifying those officers to be given detailed consideration by PAC.

The procedure for this is:

  • All officers meeting the eligibility criteria for consideration (ie TIR) are ranked using the WIRM. This is the first stage of PAC consideration.
  • Based on the WIRM ranking, a number of officers are identified for detailed consideration by the PAC.
    All eligible officers are considered, however. Any officer may be raised for detailed consideration by any PAC member based upon suitable justification.
  • For selection up to and including attendance at ACSC and promotion up to Maj only the performance element of the WIRM is considered.

Other uses of the WIRM

The WIRM is also used to support general career management decisions by providing a dynamic indication of the relative merit and competitiveness of an officer.
