Tiers
favoured in pay proposal
In
our previous column the federation advised we will be seeking an
up-front bonus payment of $750 to compensate members for the ADFs
failure to deliver on its undertaking to review service allowance
during the period of the outgoing pay arrangement.
Now
that we have placed that card on the table we thought it might be
worth reaffirming our thinking in regard to the review of service
allowance that is listed for hearing by the DFRT in April next year.
Service
allowance is paid at the rate of $7108 to all ranks (trained force)
below the rank of Lt-Col(E).
For
Lt-Col(E) and above a hidden service allowance component is built
into the salary and adjusted whenever dedicated service allowance
increases occur. Not doing this would cause pay compression between
the Maj(E) and higher ranks.
Tier
1: completed less than 4 years $7500 (slightly
more than a 5 per cent increase on the current rate)
Tier
2: completed more than 4 but less than 10 years
$8625 (+15 per cent above the adjusted Tier 1 rate)
Tier
3: completed more than 10 but less than 15 years
$10,350 (+20 per cent above Tier 2)
Tier
4: beyond 15 years $11,902.00 (+15 per cent above
Tier 3)

It
is an all-in-one-company approach that is taken with service allowance
with little imagination.
It
does nothing to recognise those who endure, or commit to endure,
the disabilities that attract the payment of service allowance for
accumulative periods of service, nor does it address the current
state of operational tempo or what is expected to be the tempo of
the immediate years ahead.
What
follows is a draft proposal that has been developed by the federation
since floating the idea of a tiered structure for service allowance
in the Service newspapers and our members journal (Viewpoint)
earlier in the year.
The
proposal has been provided to our area representatives, who have
been requested to canvass members in their respective areas before
we finalise our position. It has also been made available to staff
responsible for preparing the ADF case and discussed briefly with
the CDF.
We
understand that since our earlier discussions with the ADF on our
proposal, a tiering option (details unknown) is one of four options
put to the Service offices.
