Terms of Reference

The Defence Efficiency Review is to:

a) Identify key management processes across the Defence program structure.

b) Assess the efficiency and effectiveness of current management and financial processes.

c) Make recommendations for reforming Defence management and financial processes to ensure that they:

d) Produce the most efficient and effective Defence Force possible within current budgetary restraints.

e) The review's recommendations should enhance the Government's Defence policy goals of developing greater defence self-reliance, promoting closer alliance relations and promoting regional engagement.

f) The review is to propose an implementation strategy giving effect to its recommendations.

The completed report of the Defence Efficiency Review is to be handed to the Minister for Defence on Monday, March 10, 1997.
