Senior Review Panel

Chair: Dr Malcolm McIntosh is presently Chief Executive of the CSIRO.

Dr McIntosh has held the positions of Chief of Capital Procurement in the Department of Defence; Secretary of the Department of Industry, Technology and Commerce; and, Chief of Defence Procurement for the United Kingdom Ministry of Defence.

He has worked extensively on economic analysis and economic and industrial impacts of government policies as well as working on the `Myers' inquiry where he directed the Secretariat for the Committee of Inquiry into Technological Change in Australia.

Dr McIntosh was knighted earlier this year in recognition of his work with the United Kingdom Ministry of Defence and was also awarded the US Department of Defence Medal for Distinguished Public Service.

Vice Admiral Robert Walls is presently Vice Chief of the Australian Defence Force.

His postings have included being Australian Frigate Project Director, Director of Naval Force Development; Commanding Officer, HMA Ships TOBRUK, MORETON & BRISBANE; Director General, Naval Policy and Maritime Doctrine; Deputy Chief of Naval Staff; Maritime Commander Australia; and Assistant Chief of the Defence Force (Development).

Vice Admiral Walls joined the Royal Australian Navy at the age of 13 in 1955. He has served on exchange duty with the Royal Navy and United States Navy and saw active service in Malaya, Borneo and Vietnam.

Dr Richard Brabin Smith is currently Chief Defence Scientist in charge of the Defence Science and Technology Organisation which includes over 1200 professional research staff and a further 1600 support and administrative staff at a variety of locations throughout Australia.

Dr Brabin Smith has extensive career experience in Defence including being head of the Force Development and Analysis Division; working as senior adviser to Paul Dibb for the 1986 Review of Australian Defence Capabilities; and First Assistant Secretary of the International Policy Division.

Dr Brabin Smith has an honours degree in physics from the University of Nottingham and a doctorate awarded for experiments in low temperature magnetic resonance.

Mr Ian Burgess is Chairman of the AMP Society and Chairman elect of CSR Limited where he was previously Chief Executive.

Mr Burgess is also Director of Atlas Copco Australia Pty Limited, Pacific Dunlop Limited, Pearl Assurance plc and WMC Holdings Limited. He is a Trustee of the Walter and Eliza Hall Trust.

Mr John Stone was Secretary to the Treasury between 1979-84 and held many senior positions in Treasury in a public career spanning over thirty years.

After leaving the Treasury in 1984, Mr Stone was elected as a Senator for Queensland, where he held positions as leader of the National Party in the Senate and Shadow Minister for Finance.

Mr Stone has held the position of Visiting Professor at the Centre for Policy Studies at Monash University and has worked as an Economic Consultant and newspaper columnist since leaving the Senate in 1990.

Andrew Michelmore is currently Executive General Manager Business Development, Planning and Technology, WMC Resources Ltd. He was appointed to this position in June 1996.

He has held positions with WMC Resources as General Manager of Western Australian Operations and Executive Manager - Nickel and Gold.
