MR ANDREW PODGER, AO

 

 

Mr Andrew Podger is the most recent former Public Service Commissioner (02-05).

 

He began his career with the Australian Public Service as a cadet with the Australian Bureau of Statistics in 1968. Since working for ABS with the Henderson Poverty Inquiry, he has worked with various agencies on social policy issues including social security, tax and superannuation. He spent eight years with the Department of Finance, focusing on the finance of social welfare, employment and education. He was Deputy Secretary for Defence from 1990 to 1993, responsible for Acquisitions and Logistics, and was Secretary for the Department of Housing and Regional Development from 1994 to 1996. He became Secretary of the Department of Health and Family Services in 1996 with particular interests in health financing and Indigenous health. He remained with the department until becoming Public Service Commissioner in 2002.

 

Since leaving the Public Service Commission, Mr Podger has been involved in a number of Government reviews and private consultancies in public administration including Defence.

 

Mr Podger holds a Bachelor of Science with Honours in Pure Mathematics from Sydney University. His interest in public administration includes tertiary studies and a period as President of the ACT Division of the Institute of Public Administration Australia. He is currently National President of the Institute of Public Administration Australia.

 

DR DAVID KNOX, BA PhD FIA FIAA, World Wide Partner,

Mercer Human Resource Consulting

 

 

David joined as a Principal of the Retirement Practice within Mercer Human Resource Consulting in early 2005.  Prior to joining Mercer, David spent 5 years at PricewaterhouseCoopers Actuarial before which he was the Foundation Professor of Actuarial Studies at The University of Melbourne for 7 years.

 

David is well known within the Australian superannuation industry.  He has spoken and written widely and has contributed significantly to public policy issues during both his academic and consulting years.  He is a sought after speaker at industry conferences and facilitator at strategy sessions for superannuation funds.

 

He has worked closely with many superannuation funds and other financial organisations covering a range of actuarial, strategic, funding and insurance issues.  More generally, he concentrates on the development and applications of medium-long term actuarial and financial models to assist organisations understand their financial position and future risks and so develop appropriate strategies and solutions.

 

He was an independent Board member of the Australian Prudential Regulation Authority from 1998 to 2003 and President of the Institute of Actuaries of Australia in 2000.  He has also served on many government, professional and industry committees.

 

AIR COMMODORE LEE ROBERTS, CSC

 

  

At the time of the Review Air Commodore Lee Roberts had been a pilot in the Royal Australian Air Force for over 34 years flying a range of transport, VIP and training aircraft.  Following a period as an airline pilot in Hong Kong in the mid 1980s, Air Commodore Roberts returned to the Air Force and became a specialist in personnel matters in Defence.  He has now retired from the RAAF.

 

In recent years Air Commodore Roberts served as the Director of Salary and Allowances responsible for ADF remuneration conditions, Director General Workforce Planning Recruitment and Retention responsible for retention policies and, most recently, Director General Personnel – Air Force.

 

Air Commodore Roberts has extensive knowledge of ADF conditions of service and broader community standards.  He is a Fellow of the Australian Institute of Company Directors with experience as a director of Frontline Defence Services and Chairman of the RAAF Welfare Recreation Company.  He was a trustee of the MSBS and has been associated with the superannuation scheme since 1999.
