INDUSTRY TO HAVE A SAY IN DRAFTING NEW DEFENCE POLICY

The Australian industry and business community is being invited to have a say in the development of a new Defence policy for industry.

The Government's intention to prepare a new statement of Defence policy for industry was announced by the Minister for Defence Industry, Science and Personnel, Bronwyn Bishop, at the Defence Procurement Seminar in Canberra earlier this month.

The Defence Acquisition Organisation has now prepared an issues paper aimed at encouraging industry to put forward its views on what the statement should contain. Industry submissions will be considered by a steering group comprising the Deputy Secretary Acquisition Mr Garry Jones, the Vice Chief of the Defence Force Vice Admiral Chris Barrie and Chairman of Kinhill Pty Ltd Mr Malcolm Kinnaird.

The Defence issues paper raises several matters for consideration including:

· Defence needs of industry and how industry views its relationship with Defence;

· ways to maximise opportunities for industry involvement in Defence business, particularly for small and medium enterprises;

· how to make greater use of Defence projects for indigenous industry development and international collaboration;

· the use of competition and demand management to promote industry development and how Defence can best manage its own demand so as to encourage the market to meet its needs;

· the impact of Defence spending on local economies;

· relationships between Defence and small and medium enterprises (SMEs), including how Defence can influence prime contractors to involve Australian SMEs in projects;

· how to ensure opportunities for Australian and New Zealand content is maximised in smaller purchases;

· management of intellectual property;

· measurement of export potential and industry performance; and

· Defence - industry communications.

Submissions are welcome from any interested person or organisation and should be lodged with Defence by close of business on 17 October, 1997.
