Defence Leaders: Other Leaders

Mr Matt Yannopoulos
Chief Technology Officer - CIOG

My involvement with Government Systems dates back to 1990, where I was a computer operator running day to day enterprise systems for the Commonwealth that were administered by Department of Finance.

I was responsible for leading the design of key aspects of the Department of Finance's whole of government payroll system.

I contracted privately to CITEC a Queensland government IT company on support of the new payroll system. From there I joined the Australian Taxation Office, and for the past seven years had worked in the ATO on major changes made since the introduction of the GST, including the development of portals (Tax Agent and Business) and Web Services. In 2004 I joined the SES ranks of the Tax Office, in the position of Assistant Commissioner Integrated Design - Change Program.

My responsibility had evolved to include provision of assurance over the integrated design for the Easier, Cheaper & More Personalised (ECMP) program, with a particular focus on New Portals, Web Services and the core processing elements including Accounting and Registration. I was responsible for the management of the design issues impacting the achievement of program outcomes. Outside of this, I held a keen interest in developing and supporting the design of the Tax Office's online strategy and providing leadership for the Simulation Centre and on-going evolution of co-design within the Tax Office.

Most recently, I was performing the role of Chief Design Officer for the ATO, in which I provide senior design expertise in the disciplines of business processes, work practices and business systems, and work closely with the IT Architecture, IT Applications, and infrastructure areas. This also involves focussing on alignment of all design outcomes across the various change sub-plans and Tax Office business areas.

In November 2008, I joined Department of Defence as their first Chief Technology Officer with responsibility for Enterprise Architecture, ICT standards, ICT Strategy and Futures technologies. This will mean the creation and documentation of an accepted architecture future and working with the various areas of Defence to guide alignment and realisation of that agreed future.
