Defence Logistics Transformation Program (DLTP)
Overview
In 2009 the Australian Government released the 2009 Defence White Paper, ‘Defending Australia in the Asia Pacific Century: Force 2030’ which outlined a targeted program of reforms known as the Strategic Reform Program designed to improve the efficiency and effectiveness of Defence.
The Defence Logistics Transformation Program (DLTP) will modernise and enhance Defence's warehousing and distribution functions to provide optimum support to Defence operations. It is intended that this transformation will see the current Defence Integrated Distribution System (DIDS) contract and other local logistics services contracts replace by two new national base logistics services contracts.
The next step in these reforms was the commencement of simultaneous procurement processes comprising two separate Request for Tenders (RFT) published on AusTender on 29 June 2012. The first RFT covers the provision of wholesale warehousing and distribution services. The second RFT encompasses the provision of land materiel maintenance services. Registration for the tender process has now closed.
Tender responses are currently being evaluated for W&D.
The reforms will also be supported by a significant Infrastructure Project which will deliver new (or refurbished) purpose-built facilities to modernise the Defence logistics network. Construction commenced in December 2012.
