The report Local Action, Global Impact, provides a summary of Defence progress toward meeting Australia’s strategic commitment to the Women, Peace and Security agenda over the period 2012-2018. It also reflects on lessons learned and identifies a way forward for future implementation priorities and plans.
Situate the Australian Department of Defence as a world leader in implementing the military component of the Australian Government National Action Plan for Women, Peace and Security. This will be achieved by the mainstreaming of a gender perspective across the full spectrum of military operations and commitments.
United Nations Security Council Resolution (UNSCR) 1325 on Women, Peace and Security reaffirms the role of women in the prevention and resolution of conflicts and peace building, the protection of women and girls, and men and boys, human rights, particularly sexual and gender based violence and stresses the importance of women’s equal participation and full involvement in all efforts for the maintenance and promotion of peace and security, including relief and recovery. UNSCR1325 emphasises that durable peace and inclusive security are central to stability and prosperity. The WPS agenda places women at the centre, ensuring they can meaningfully participate and lead in local, national and global policy discussions around peace and security issues.
To facilitate the implementation of that and subsequent resolutions, the Australian Government produced the Australian National Action Plan on Women, Peace and Security 2012-2018. Australia’s peace and security efforts are being taken forward by domestic agencies and in international settings, within and across governments and through engagement with the non-government sector and civil society. The National Action Plan is a practical step forward in establishing a framework for a coordinated, whole of government approach to implementing UNSCR 1325 and related resolutions and it demonstrates Australia’s ongoing support for the Women, Peace and Security agenda.
Defence’s implementation of the National Action Plan seeks to focus on gender mainstreaming activities for the Australian Defence Force and integrating a gender perspective into our operations, missions and planning processes. The Chief of Joint Capabilities has been appointed as the Joint Capability Manager for Women, Peace and Security. The Gender Advisor to Chief of Defence, Wing Commander Llani Kennealy, is responsible to him, and CDF, for the implementation of the National Action Plan.
