Defence Force: Personnel

Ms Burke asked the Minister representing the Minister for Defence, upon notice, on 28 May 2002:

  1. What was the number of defence force personnel in the (a) Royal Australian Navy (RAN), (b) Army and (iii) Royal Australian Air Force (RAAF) in (i) 1995, (ii) 1996, (iii) 1997, (iv) 1998, (v) 1999, (vi) 2000 and (vii) 2001.
  2. What was the total expenditure on staff related costs, including wages, superannuation and other entitlements, in (a) 1995, (b) 1996, (c) 1997, (d) 1998, (e) 1999, (f) 2000 and (g) 2001.
  3. What was the total expenditure for the (a) RAN, (b) Army and (c) RAAF on new equipment purchases in (i) 1995, (ii) 1996, (iii) 1997, (iv) 1998, (v) 1999, (vi) 2000 and (vii) 2001.
  4. What was the total expenditure for the (a) RAN, (b) Army and (c) RAAF on equipment maintenance related purchases in (i) 1995, (ii) 1996, (iii) 1997, (iv) 1998, (v) 1999, (vi) 2000 and (vii) 2001.

    Note:
    (1) Defence Annual Report (DAR) for the year listed at the top of the column.
    (2) Where two amounts are shown as Expenditure, the difference relates to changes in categorisation between Employee and Supplier Expenditure after publication of those years' Annual Reports.
  3. Defence manages its acquisition of major capital equipment purchases through a single organisation, the Defence Materiel Organisation, and not through the separate Services. Information on the capital equipment expenditure program is available both in the Capital Budget table of the annual Defence Portfolio Estimates and Additional Estimates Statements as well as in the Notes to the Accounts relating to Specialist Military Equipment in the annual Financial Statements contained in the Defence Annual Report.
  4. With the new organisational structures in Defence, maintenance related expenditures are no longer managed solely by the three Services or along Service lines. A reasonable assessment of the quantum of maintenance related expenditure is contained annually in the Notes to the Accounts of the Financial Statements in the Defence Annual Report under the expense title of 'Suppliers'. Earlier annual reports reflecting the pre-Defence Reform Program organisational structure do include a break up of this expense element by the three Services.
