Defence Infrastructure Panel (DIP)

The Defence Support Group (DSG) within the Department of Defence has established the Defence Infrastructure Panel (DIP) 2010-14 Standing Offer Agreement on behalf of Defence. The establishment of the DIP, comprising a total of 47 firms for a four year duration, will provide high quality professional services to support DSG in the development and maintenance of Defence infrastructure and overall estate management.

Defence Environment and Heritage Panel (DEHP)

The Defence Support Group (DSG) within the Department of Defence has established the Defence Environment and Heritage Panel (DEHP) for the provision of ongoing environment and heritage services in support of Department of Defence and Defence Materiel Organisation locations across Australia.  The primary purpose of this Panel is to enable Defence and contractors to Defence to build a strong, collaborative relationship with consultants who are prepared to invest time and resources to identifying, understanding and servicing Defence environment and heritage requirements.  It is intended that the Panel will facilitate this strong collaborative relationship, through the communicative processes it engenders to the mutual benefit of Defence and the consultants appointed to the Panel.

The current DEHP 2009-13 has recently been extended to February 2014 (DEHP 2009-2014).  It is anticipated that the Department of Defence will establish another DEHP from 2014 onwards. All notices regarding the establishment of a new DEHP will be on the AUSTENDER website.  It is strongly recommended that all companies monitor this site as Defence is unable to individually notify parties regarding AUSTENDER notices. Please note it is not possible to join an existing Defence panel whilst it is still in operation.

Defence Contamination Remediation Contractors Multi User List

The Defence Environment & Heritage Panel (DEHP) provides expert environmental advice on Stage 4 remediation projects by preparing project documentation, engaging stakeholders, developing planning documents and assessing remediation options, monitoring of work areas for environmental purposes, collection and analysis of validation and characterisation samples.  Civil works components of Stage 4 Projects are outside of the scope of services offered under the DEHP agreement and some of the companies do not have this capability. 

The Defence Remediation Multi User List (RMUL) was established in March 2008 and is a key method of selecting contractors to undertake Contamination Remediation Civil Works.  The Commonwealth Procurement Rule (CPRs) define a multi-use list as a list, intended for use in more than one procurement process of pre-qualified suppliers who have satisfied the conditions for participation for inclusion on the list. Inclusion on a multi-use list provides certainty for potential suppliers that they have been recognised as meeting conditions for participation.  It does not guarantee a potential supplier that an agency will include them in a select tender process. 

The RMUL is administered by the Directorate Environmental Remediation Programs (DERP). The User Guidance can be issued to relevant parties’ interest by request to DERP at (email: NCRP@defence.gov.au).

Defence Unexploded Ordnance Panel (DUXOP)

The Defence Unexploded Ordnance Panel (DUXOP) was established in 2010. The DUXOP is a selection of preferred contractors who provide specialist support services for activities associated with Defence's administration of the Commonwealth Policy on the Management of Land Affected by Unexploded Ordnance throughout Australia. The services available will assist in UXO aspects of land management, property divestment, and range planning, management and maintenance.
