Step 1
Capital facilities projects enter the Infrastructure Development Plan through the project initiation and CSIR processes. Where an approved CSIR identifies that a project will potentially result in a facilities solution, it will be identified in the Infrastructure Development Plan with an estimated project cost, cash flow and an identified funding source.

Once a capital project receives government or parliamentary approval, whichever is the latter, it will be transferred to the Green Book.  The project will then remain in the Green Book until it has been completed.

The DISC considers the MCF Program in June/July in the context of the next year's budget and planning for the decade. Subsequently, the DCC reviews the program in August/September and this forms the basis for input to the next year’s budget and the following decade.

Additionally, the DISC reviews the MCF Program monthly in the context of the resource implications of DISC decisions made at each DISC meeting. All facilities projects estimated to cost over $4.5m are considered by the DISC individually. All capital facilities projects estimated to cost under $4.5m are summarised and reported quarterly to the DISC (see Quarterly Review of Medium Projects).

The MCF Program is a ten year plan for capital projects relating to the Defence estate and infrastructure. It is composed of two elements:

  • Green Book: The Green Book is a program of approved capital facilities projects.
  • Infrastructure Development Plan: The Infrastructure Development Plan is a forward plan of capital facilities projects that have not yet been approved.

The MCF Program is delivered through two mechanisms:

  • Capital facilities projects: A capital facilities project is the delivery of a facilities option by Defence in order to meet a Defence requirement. Capital facilities projects are further divided into two categories:

    Major Works are facilities projects valued at $15m or over. These projects are delivered through Infrastructure Asset Development Branch.

    Medium Works are facilities projects which are valued at less than $15m. These projects are primarily delivered through Infrastructure Asset Development Branch, although some are delivered regionally through DSG regional offices.

  • Acquisitions and Disposals Capital: Acquisitions and disposals activities may at times require capital funding.
