Budget Year (Year Zero) – Commissioning & Handover

The commissioning and handover process is used to safely induct and familiarise the end user with the features of the new facility and to demonstrate to them how it’s use was envisioned in the project scope.  Handover should be a “no surprises” exercise where the CMS Project Manager completed the Handover Plan in a timely manner and not as a last minute exercise.

Outcome:

  • All required Handover Tasks are completed as per Handover Plan for the project.
  • The completed works are fit for use.
  • Electronic O&M Manuals and other in-service documentation is provided in accordance with the Project
  • Information Policy that accompanies the DS Program Brief.
  • DSG/ CMS/Users have been trained in safe and proper use of the new assets.
  • DEMS data for new or improved assets has been uploaded.
  • Program Status Report and DEMS Project data has been updated.
  • Variations to CMS/GSS contracts have been implemented.
  • Roles and Responsibilities for DLP are assigned.
  • Users have completed takeover and occupy.
Activity Considerations

1) CMS to notify Project stakeholders well in advance of intended HO/TO timing.

Refer:
Project Brief (checking for required outcomes); and
Project Scope (for project deliverables).

2)  Commissioning of the works is to be undertaken pre-practical completion unless approved by DSG. Commissioning should demonstrate the achievement of the design and specification requirements and the project objectives.
3)  CMS Project Manager to co-ordinate completion of Handover per the Handover/Takeover Plan.

Key outcomes:

  • Operations & Maintenance (O&M) Manuals checked and signed off by CMS and Design Consultants and handed to DSG/CMS;
  • Training of Users/DSG/CMC/GSS is completed (record attendees);
  • DEMS data handed to DSG for upload;
  • Variations to CMS/GSS service are completed and ready for use;
  • User supplied items are pre-installed or arrangements made for post HO ,eg furniture, communications, data etc;
  • DLP roles are agreed and notice given to DSG and Users on procedure and term;
  • Agreement on keys and security access is in place DSG-Users; and
  • Operating Costs (NPOC) like Utilities requirements are in place, eg connections, metering, etc.

Ensure users are given advance inspections pre Project Completion to clarify any issues and document findings.

Optional use of Handover Checklist.

To assist the customer further, they may be presented with a Certificate of Project Completion which informs them of the contact details of the DLP Manager and the duration of the DLP.

Customer satisfaction with the outcome of the works is the subject of CMS Performance Indicator 3258.

4) CMS Project Manager to notify DSG of new or changed DEMS Structure data. This is done by completing a Request for Name Change to Structures within DEMS form and submitting the same to the Regional Information Office.
5) CMS Project Manager notifies DSG and User of completion of HO/TO and submits Handover Report for sign off.

6) CMS received endorsed HO Certificate from DSG and User.  File in DEMS Project.
