Budget Year (Year Zero) – Commissioning & Handover

The commissioning and handover process is used to safely induct and familiarise the end user with the features of the new facility and to demonstrate to them how it’s use was envisioned in the project scope. Handover should be a “no surprises” exercise where the CMS Project Manager completed the Handover Plan in a timely manner and not as a last minute exercise. Outcome:

| 2) Commissioning of the works is to be undertaken pre-practical completion unless approved by DSG. | Commissioning should demonstrate the achievement of the design and specification requirements and the project objectives. |

CMS Project Manager to co-ordinate completion of Handover per the Handover/Takeover Plan.

Refer to Project Handover/Takeover Plan for the project. Ensure users are given advance inspections pre Project Completion to clarify any issues and document findings. Requires early pre Project Completion and checking of O&M data. Guidelines for O&M Manuals Optional use of Handover Checklist. To assist the customer further, they may be presented with a Certificate of Project Completion which informs them of the contact details of the DLP Manager and the duration of the DLP. Customer satisfaction with the outcome of the works is the subject of CMS Performance Indicator 3258. |
| 4) CMS Project Manager to notify DSG of new or changed DEMS Structure data. | This is done by completing a Request for Name Change to Structures within DEMS form and submitting the same to the Regional Information Office. |
| 5) CMS Project Manager notifies DSG and User of completion of HO/TO and submits Handover Report for sign off. | |
| 6) CMS received endorsed HO Certificate from DSG and User. File in DEMS Project. | |
