Budget Year Minus 1 - DISC Consideration & Proposal Approval

The approved FACOPS Program, comprising project listings and financial year allocations, is distributed to relevant stakeholders. Stakeholders are as follows:

  • DS Regional Managers and staff including
    • Region and base estate planners;
    • Base service managers;
    • FACOPS delivery staff; and
    • technical specialists (environment, OH&S, Asbestos, FP&E, fire saftey);
  • DS national product managers;
  • Base customers;
  • Customer representatives;
  • NFCF members;
  • NOD & ID Representatives; and
  • Inter-Departmental Committee (IDC) on Defence Estate Matters.

Outcome:
Stakeholders are advised of the content of the DISC Approved FACOPS Program.

Activity Considerations

1) DEO advises the CFO via DBM of FACOPS Program funding requirement.

 

2)  ADEP uses DEMS to record the FACOPS Program approval through the DEMS Program Development Module.  
3)  DBM advises DEO that funds have been appropriated for Defence.  
4) In late December, DGRB and ASEP distributes to stakeholders, via email, a minute advising that the FACOPS Program has been approved and that this represents the Proposal Approval step of the procurement process.  This minute is to include the list of approved projects and the financial year allocation (budget) for the coming year. For example a Region may have $5 million of projects approved but a financial year allocation limit of $3 million. Stakeholder recipients for this announcement are DS Regional Managers, NFCF members, and NOD/ID National Product Managers.
5) Regional Estate Development Manager (or equivalent) is to distribute advice to Managers of Base Services and Base customers on which projects are approved and unapproved.  This is achieved by distributing the Financial Allocation Summary report from DEMS.  
6) DEO prepares the next year’s Q0 Program Status Report, containing the list of approved projects and the original DISC allocations.  ADEP sends this to the Regional Estate Planning and Program Managers/Officers.  
7) Post DISC Announcement, Regions are advised to undertake all necessary planning activities prior to the commencement of the new FACOPS Program.
This includes preparation of
project briefs
program brief; and
update to regional planning brief.

Undertaking these planning activities early will also assist Regions should there be delivery slippage with project in the current FACOPS Program, allowing Regions to bring forward these Pre-Approved projects.

The Minute provides Regions with early advice of the approved FACOPS Program budget allocations to enable the delivery of works to commence from 1 July.

8) DEO presents the FACOPS Program and Budget to the IDC.  
9) ADEP prepares DMFP submission based on approved FACOPS Program.  
10) Around July, the Allocation Variation Advice (AVA) is distributed to each Region. Absence of the AVA does not prevent planning, scoping and procurement activities being completed prior to the commencement of the newly approved program.  DISC approval represents Proposal Approval.
